V okviru Erasmus+ 2017 – Mobilnost med državami programa in partnerskimi državami sta Ekonomska šola Celje, Višja strokovna šola in Ekonomska fakulteta Niš, Srbija izvajali projekt: »Social Entrepreneurship Education – the way to solve social problems«.
Trajnostni regionalni razvoj in zagotavljanje socialne varnosti sta ključni prednostni nalogi vsake države. V zadnjih letih sta imela razvoj socialnega podjetništva in ustanavljanje socialnih podjetij vse pomembnejšo vlogo pri doseganju teh prednostnih nalog. Socialna podjetja in podjetniki imajo tako pomemben vpliv tako pri reševanju problemov socialne vključenosti ranljivih družbenih skupin, zmanjševanju revščine, zaposlovanju dolgotrajno brezposelnih oseb, lajšanju socialnih neenakosti, reševanju okoljskih problemov. V našem projektu smo primerjali različne koncepte razvoja socialnega podjetništva in posebnosti socialnih podjetij v Sloveniji in Srbiji. Mobilnost je potekala v sklopu dveh strokovnih obiskov in sicer: maja 2018 v Celju, Slovenija in januarja 2019 v Nišu, Srbija.
U okviru Erasmus+ 2017 – Mobilnost između zemalja programa i zemalja partnera, Ekonomska škola Celje, Viša strukovna škola i Ekonomski fakultet u Nišu, Srbija, realizovali su projekat: »Social Entrepreneurship Education – the way to solve social problems«. Održivi regionalni razvoj i obezbeđenje društvenog blagostanja su neki od ključnih prioriteta svake države. Poslednjih godina sve značajniju ulogu u ostvarenju tih prioriteta ima razvoj socijalnog preduzetništva i osnivanje socijalnih preduzeća. Socijalna preduzeća i preduzetnici mogu imati veoma važnu ulogu u rešavanju problema socijalne inkluzije ugroženih društvenih grupa, smanjenju siromaštva, apsorbovanju dugotrajno nezaposlenih lica, ublažavanju socijalnih nejednakosti, rešavanju ekoloških problema. U našem projektu usporedili smo različite koncepte razvoja socijalnog preduzetništva i specifičnosti socijalnih preduzeća u Sloveniji i Srbiji. Mobilnost bila je izvedena u dve posete: maja 2018. godine u Celju, Slovenija i januara 2019. godine u Nišu, Srbija.
Within the framework of Erasmus+ 2017 – Mobility between the countries of the program and partner countries, Celje School of Economics, Higher Vocational College and the Faculty of Economics in Niš, Serbia, implemented the project: “Social Entrepreneurship Education – the way to solve social problems.” Sustainable regional development and the provision of social welfare are some of the key priorities of each state. The development of social entrepreneurship and the establishment of social enterprises have played an increasingly important role in achieving these priorities, in recent years. Social enterprises and entrepreneurs can play a very important role in solving the problems of social inclusion of vulnerable social groups, reducing poverty, absorbing long-term unemployed persons, alleviating social inequalities, solving environmental problems, and so on. In our project, we compare the different concepts of social entrepreneurship development and the specificity of social enterprises in Slovenia and Serbia. The mobility wasimplemented in two professional visits: in May 2018 in Celje, Slovenia and in January 2019 in Niš, Serbia.

Sustainable regional development and the provision of social welfare are some of the key priorities of each state. The development of social entrepreneurship and the establishment of social enterprises have played an increasingly important role in achieving these priorities in recent years. Social enterprises and entrepreneurs can play a very important role in solving the problems of social inclusion of vulnerable social groups, reducing poverty, absorbing long-term unemployed persons, alleviating social inequalities and solving environmental problems. In our project, we wanted to compare the different concepts of social entrepreneurship development and the specific features of social enterprises in Slovenia and Serbia. We wanted to acquire new knowledge and insights from the field of social economy and to include it in the process of raising awareness of the immediate and wider surroundings.
In the course of the project, we carried out the training mobility for 4 members of the project team in two working meetings. The project included lecturers of the field of entrepreneurship who wish to gain wider knowledge and experience in the field of setting up and operating social enterprises.
Three lecturers from “EF Niš” attended the mobility event in Celje in May 2018, and in January 2019 one lecturer from “Celje School of Economics, the Higher Vocational School” took part in the mobility in Niš.
We visited seven social enterprises in Slovenia and six social enterprises in Serbia. We were kindly welcomed by the founders and the driving forces behind these companies and were presented the history of the companies and the paths from their foundation to the present state. We have learned about all the major obstacles and difficulties in the operation of such companies, where the basic motive is not to generate profits for business owners, but to focus on the needs of the society and the environment in which they operate. In the interviews we learned about the incredible breadth of view of these people on the society in which they live and the perception of environmental problems.
Within the framework of mobility, a meeting was organized with students of each institution, who prepared ideas and business plans for setting up a social enterprise within the subject Entrepreneurship. Students of the study program Organizer of the Social Network who presented 10 business plans, were enrolled at the “Celje School of Economics, the Higher Vocational College”. At the “Faculty of Economics Niš” students of the module Management of the company presented 22 business ideas.
Impressions and insights from visits to social enterprises were collected and prepared as an intellectual result in Slovenian, Serbian and English language: the brochure presenting the social enterprises we visited in Slovenia and Serbia. We published a printed version and it is also available on both institutions’ websites and on the Erasmus + Project Results Platform. Significant progress was also made at “EF Niš”, where social entrepreneurship content was included in the course Entrepreneurship. They have connected with social enterprises in Niš and the surrounding area and will refer their students to practical training there. Many times, social businesses need help and fresh ideas, and they will try to come up with student support.
At the “Celje School of Economics, Vocational College”, these contents are already included in the subject Entrepreneurship, especially in the program Organizer of the social network.
To disseminate the results of the project, we used social networking pages, websites of both schools and the Association Social Economy Slovenia portal.
We raised awareness of this topic with “EF Niš” coordinator with joint contributions at conferences in 2018 and 2019, organized by the Faculty of Economics in Niš on the topic “Regional Development and Demographic Flows of the Southeast European Countries”. In 2018, we had a special section within the framework of this conference: “Social economy as a function of regional development”. Lessons learned from the E + project were presented on the topic: “Comparative analysis of social entrepreneurship in Slovenia and Serbia” (2018) and “Obstacles to the growth of social enterprises in Slovenia and Serbia “(2019).
While working on the project, we also identified major problems that make it difficult to integrate the meaning and content of social entrepreneurship into the study process: poor awareness, ignorance and misconception of the field. Therefore, this project has revealed many new challenges and opportunities for improvement.
